Update.
On Fri, the 23rd of October 2009, I delivered the letter (as per our discussion in the previous meeting) to Mentri Besar with regards to our dispute. Also all the State Exco, YDP of MBSA and Director of JPBD (Jab Perancang Bandar & Desa) received it on the same day.
YDP of MPSJ and DO of Land Office received it today, Monday the 26th of October.
Our next move would be to wait for MB to call us for the meet. (Attached below are copies of the letter both in Malay and English, thanks for the translation Ikmal & Amin).
Next on the agenda, we work on the objection form - what should be on it, who should sign it and how many would we need......all of it to be distributed and collected by us and a copy be made each to Jabatan Keretapi Malaysia, MB and Prasarana.

2. Lanjutan kepada surat dari ADUN Sri Muda, YB Shuhaimi Shafiei, bertarikh 11hb September 2009, pihak kami memohon jasa baik budi bicara mulia YAB Tan Sri Khalid bin Ibrahim, Mentri Besar Selangor untuk mengadakan satu sesi dialog dalam masa yang terdekat mungkin untuk mendengar pandangan rakyat yang tinggal di kawasan Putra Heights, Subang Alam serta Seksyen 27, Shah Alam tentang isu LRT yang kini telah mendatangkan rasa marah dan tidak senang hati yang teramat sekali dikalangan penduduk disini.
3. Pihak kami mempunyai sebab-sebab untuk mempercayai bahawa Syarikat Prasarana Berhad akan meneruskan projek pembinaan LRT sebelum tamat tempoh Pameran Awam selama tiga (3) bulan yang berakhir pada 15hb Disember 2009. Pihak kami percaya perkara ini akan berlaku berdasarkan fakta-fakta berikut:
· Paip laluan gas bawah tanah telah mula dipasang-tanam di lokasi-lokasi strategik di Putra Heights serta Persiaran Klang, Seksyen 27, Shah Alam
· Kawasan tanah dibawah kabel voltan tinggi TNB (dimana jajaran Stesen 11 & Stesen 12 akan dibina) telah dibersihkan bagi maksud ini. Pemandangan kawasan yang sudah dilapangkan boleh dilihat dari kawasan perumahan Putra Heights, iaitu Putra Bistari 2/3.
· Buku maklum balas yang disediakan di tempat-tempat Pameran Awam merupakan tanda-gerak (token of gesture) semata-mata oleh Syarikat Prasarana kerana tidak ada dokumen / borang rasmi / borang khusus yang disediakan. Buku pelawat yang disediakan Syarikat Prasarana sekarang adalah seperti ‘buku lawatan’ yang mana menjadikan proses ini ‘tidak lengkap’ (non-binding) dari segi perundangannya. Melihatkan perkara ini, pihak kami percaya bahawa Syarikat Prasarana tidak bersungguh-sungguh dalam mendapatkan maklumbalas dari rakyat.
· Tuntunan-jalanan (road-show) yang dikendalikan oleh MCA serta Syarikat Prasarana pada 25/07/09 adalah semata-mata pertunjukan untuk menguatkan projek ini dan apa-apa pandangan berlainan atau bantahan semasa dialog tersebut samada tidak dijawab; kalau dijawabpun, tidak jelas serta tidak diterima.
·Agensi-agensi Kerajaan seperti Jabatan Keretapi Malaysia dan Tenaga Nasional Berhad yang ditubuhkan melalui Akta Parlimen untuk melindungi serta memelihara kepentingan rakyat dengan ini telah gagal melaksanakantanggungjawabnya dimana ahli pasukan petugas (taskforce) kami telah berulang-kali diberitahu bahawa projek LRT ini adalah projek Kerajaan Persekutuan serta apa-apa bentuk bantahan / pandangan / cadangan adalah tidak diterima
– inikah respons yang patut diterima rakyat dari sebuah agensi yang sepatutnya memelihara kesejahteraan rakyat !!
4. Pertimbangan tuan dalam mengadakan sesi dialog dalam masa yang terdekat dengan penduduk sangat-sangat dialu-alukan.Jasa baik tuan didahulukan dengan ucapan ucapan ribuan terima kasih.

With reference to the above mentioned issue.
2. In pursuance to the letter dated 11 September 2009, we wish to request for the Menteri Besar Selangor , YAB Tan Sri Khalid bin Ibrahim, to grant us an audience / public hearing/ dialogue to hear the rakyat on the LRT issue in this affected area (Putra Heights, & Seksyen 27, Shah Alam) as soon as possible.
3. We have reasons to believe that Syarikat Prasarana Berhad will go ahead with construction work for this LRT project even before the end of the three(3) months public viewing period. We believe this will happen based on these facts;
· that the underground gas pipeline has already been laid in strategic locations (this been going on for the past few months) in Putra Heights and also in Persiaran Klang at Section 27 Shah Alam
· that the land below the high tension TNB powerline (where Stations 11 & 12 of the LRT is going to run) has already been cleared to pave way for this purpose, view of this is clear from the housing estate in Putra Bistari 2/3 in Putra Heights.
· that the ‘feedback’ book provided at the Public Viewing locations is merely a ‘token of gesture’ provided by Prasarana, there is no official form as the feedback book is treated as a visitor’s book and therefore this makes the process non-binding, through this action we believe that Prasarana is not serious in it’s so called quest to get feedback from the residents.
· that the LRT roadshow organised by MCA and Prasarana on 25/07/09 was just a ‘show’ of support for this project and any form of dissent was not welcomed during the dialogue neither were questions posed by the rakyat addressed adequately by Prasarana.
· that Government agencies like the Jabatan Keretapi Malaysia and Tenaga Nasional Berhad set by Acts Of Parliament who are there to safeguard the rakyat’s interest has thusfar failed to do so as our task force member has been repeatedly reminded that the LRT project is a Federal Government project and that any form of dissent is unwelcomed – this coming from the very agency that is supposed to safeguard the rakyat !!

Our Nightmare Revealed.......
Dear residents of Subang Alam , Bunga Negara and Putra Heights.
I went for the LRT public viewing at MBSA and managed to get some photos of our nightmare. Attached.
From the photos, I can only come to a conclusion that these ones were taken more than 3 years ago as Putra Bistari, my place, was still under construction, while PALMS - the rich man's area was not even up...notice the bare area next to the lake. Take a look at PALMS now - penuh ngan rumah orang kaya-raya and look Station 12 next to PALMS for the orang kaya to use the LRT !!! Amboi.
Notice the LRT is running next to the lake - the red dotted line, right behind Subang Alam houses. ( between STN 11 and STN 12)
In Putra Heights, it's running right next to our houses and closest to Anita / Nazir's row. These people on this row will not be able to open the windows at the back of their houses.
Residents of Bunga Negara will have the same problems as Putra Heights residents - noise throughout our lives - sharp debilitating noise for the rest of our lives.
Take some time out and think about your future, the future of your children and their children. Do we really need this in our backyard ?
Who will upkeep the LRT after it's built ????? As it is, Rapid KL buses, run by Prasarana is already having problems, they cannot upkeep it - no spare parts - the buses were bought cheap by Prasarana from China without spare parts - this news was in the papers.
Yes, our nightmare is going to come alive if we don't do anything about it, people, wake up lah.......

Dear all,
I went for the LRT public display at MPSJ, today. If you go, please also take a look at the books placed on the table which has the 'kerajaan Malaysia logo ' but is kept shut for a reason. Look for our area, stations 11 & 12 and look out for elevation, position and other important details.
My conclusion;
1) both the stations 11 and 12 will be on Putra Heights side
2) i think it's going to be dual track
3) that the power line will have to be moved further to Alam Megah's side - so the power line will then run above people's houses in Alam Megah
4) that the drain on our side might be closed up to pave way for this
5) that its passing between the lake and Subang Alam houses, trailing along the powerline route
6) that it's going to be a mega nightmare for all of us if the state government does not do anything for us
7) that by running the LRT line here, no acquisitions will be made, its not going to affect any property at all except the power line ! - so for those of you who think you may make money out of this, sorry fat hopes
8) that the feedback book placed by Prasarana for us to pen-in our feedback is insufficient - it's not legally binding / no accountability. Tomorrow Prasarana can throw away the book and say no one said anything / complained
What i wrote in the book "this project will not benefit the people, it will only benefit Prasarana and it's cronies".
Please all of you also give your feedback on this blog, this project is going to bring about a lot of heartache to Subang Alam (Sec 27, Shah Alam), Bunga Negara (Sec 27, Shah Alam) and Putra Heights (Subang Jaya) residents who will be directly affected as they are living around this unfortunate stretch.

SA-PH LRT Task Force Surau Tent, Subang Alam Sunday,
11th October 2009 (10.00 pm – 11.30 pm)
Present:Raja Azlan, Zoulkafly Zainal, Shazali Shauf, Ikmal Hisham, Mohamad Hasnan, Mohd Rafy, Mohd Azmin, Prem and Manimaran
1) Objective of the meeting
To prepare ahead for the public hearing with the Selangor Menteri Besar. The team unanimously agreed that the LRT line should follow the original SSSP 2020 as Prasarana has disagreed to thusfar accept alternative route proposed by MBSA and Jabatan Perbandaran Bandar dan Desa Selangor.This dispute involves Station 11 & Station 12 of the Kelana Jaya LRT line.
2) Appointment of new SARA Chairman / Vice Chairman
Subang Alam has appointed En. Ikmal Hisham as their new Chairman and En. Zoulkafly as their Vice Chairman. Mohd Rafy will still be assisting the SA-PH LRT Task Force.
3) Evaluation
A) Current scenario:
Pros:
1. LRT good for the community - improvement to public transportation.
2. The team is not against the idea of LRT as long as it does not run along their residential area.
3. LRT provides value to customers by giving better and cheaper accessibility and thus saving the environmental pollution.
Cons:
1. Dangerous running along Subang Alam since the land area to be built will be close to their residential area.
2. Lake beside Subang Alam poses danger.
3. Health and Safety to the residence – noise and dust pollution and potential increase in crime rate.
4. Potential cracks to homes.
5. Since the Stations will be located at Putra Heights, there is no access for Subang Alam residents directly. These stations will be located at high income areas which may not benefit the commuters.
6. No appropriate approvals obtained from State Government and other various Local Government Authorities.
7. Massive traffic jams during construction period that may cause inconvenience to road users.
B) Alternative scenario:
Pros:
1. Excellent for the community with more residents benefitting especially the middle and lower income group.
2. Residents are in favor and support the alternative route.
3. LRT provides value to customers by giving better and cheaper accessibility and thus saving the environmental pollution.4 MBSA have discussed with Prasarana and provided solutions on the alternative route which will serve the community well.
Cons:
1. If Prasarana revises their route plan it could be time consuming so they've decided not to.
2 Higher construction cost as the route is longer but serving the community well.
4) LRT Station stops
Prasarana has decided for Stations 11 and 12 to be located closer to Putra Heights. In the meetings Prasarana had with MBSA and the State Government, Prasarana has brought up the issue of possibly shifting the power lines nearer to Subang Alam. However, the Department of Environment has not approved Stations 11, 12 & 13 yet.
5) Department of Environment (DOE)
DOE to conduct an environment assessment on the area where LRT line is to be constructed, ie under the power line. DOE to mitigate on environment pollution, health and safety. Piling works before and after construction can cause houses to crack or be severely damaged.
6) Next step on communication to MB
Prem will send out a letter to the Menteri Besar (by this week) to seek for an audience (public hearing) asap. Need to execute this as time is running out and to prevent Prasarana from moving ahead without resistance
7) Next meeting
Our next meeting will be held (TBA) to discuss on the development of the LRT issue after Prem sents out the letter to MB and gets a feedback. We will also invite our ADUN;YB Shuhaimi, En. Moaz from Transit and En Badrul from UPEN Selangor.

LRT Issues & update
Surau Tent, Subang Alam

1) Alternative route
by Prem
MBSA have provided a new alternative route to Prasarana. Their proposed last stop is at Putra Point, prior to that is Putra Heights following the power line then to SHARP, Pusat Bandar HICOM and then to USJ 21. Prasarana have disagreed and do not want to agree with MBSA’s proposal because it involves acquisition of more property/land and it’s time consuming to revise new route. ADUN YB Suhaimi Shafiei is supporting the residence and has given a letter of support to the State Government for further action. Following that after the weekly Exco meeting prior to Hari Raya Aidilfitri, Menteri Besar of Selangor has decided to listen to Subang Jaya, USJ, Putra Heights, Subang Alam and Section 27 Shah Alam RAs together with the ADUNs and people affected with regards to the LRT extension. Date on the meeting to be confirmed.
2) Catchment area

MBSA claims that the proposed route by Prasarana is low in
‘catchment’. Meaning if it runs under the powerline the number of
people utilizing the LRT service will be low as opposed to running the
route in S27 Alam Megah where the ‘catchment’ area will be larger.
This S27 Alam Megah proposed alternative route by MBSA, will ensure more commuters living at apartments and factories along this route utilizing the LRT service.
3) Public Viewing on LRT route

Prasarana has already displayed the proposed routes at MPSJ, MBSA and other selected venues for Public Display from 15th Sep till 14th Dec 2009. During the 3 month period, feedback from the public will be reviewed and reverted. Unfortunately, the transparency is in question as to where and how Prasarana’s actions will be communicated openly to the public. Understand Prasarana will eventually go ahead with the project even if there were issues on the realignment of the route unless the Selangor State Government intervenes.
4) Formation of task
force by Rafy
The team decided to name SA-PH LRT task for the Subang Alam, Section 27 Shah Alam and Putra Heights residents. It will consist of 7 members from Subang Alam, 5 members from Section 27-Taman Bunga Negara and 6 members from Putra Heights. They will meet together (date and time to be decided later) to prepare a list of points to be raised before meeting the Selangor MB.Each task force from SJ/USJ and SA/PH will appoint a spokesperson.
5) Need to create a
blog by Prem
Since Subang Jaya and USJ residents have created a blog for residents to provide their views/feedback on the LRT, the team decided to create a blog for the Subang Alam/Section 27/Putra Heights residents and requested Nazir Mazlan to assist us.
6) Lake to be dried
up by Nazir
Nazir informed us that there is a possibility that the lake beside Subang Alam maybe dried up and the water removed along the Putra Heights drainage, which is currently being cleared up by SIME UEP. This could be done to the lake so as to enable the LRT line to be built.
7) Independent soil
surveyors by Prem
Prem highlighted to the team on whether we should engage the services of an Independent External Soil Engineering Surveyors to test the feasibility of the soil at the power lines for LRT construction. This exercise is a costly affair and if the report is favorable to us, this may influence the Selangor MB in his decision making. Rafy replied that the MB or the Selangor State Government must pursue this at their cost. All we need to know is the preliminary findings before the final report is out.
8) Conclusion by
Prem and Shazali
Prasarana have been brainwashing Prem by implicating that it’s a Federal Government’s project but up till now she is standing firm and going all out for Prasarana to follow the original SSSP 2020 plan if they refuse the alternate route proposed to them by MBSA. Also in Prasarana’s agenda is to move the TNB powerline so as to make space for the construction of the LRT line. In fact, TNB has not done any independent check to move the power lines and none of the Governmental Organizations have conducted any check and balance so far on the LRT extension. But Prasarana is trying to convince everyone that this is possible and have made up their minds to go ahead with this.
Shazali mentioned that since knowing Prasarana well, they will go ahead and start the project. As long as the Selangor State Government is behind us, he is confident we can prevent Prasarana
from spearheading the project without appropriate approvals. Prasarana is only interested to complete the project as soon as possible without considering people’s plight.

1) Alternative route

MBSA have provided a new alternative route to Prasarana. Their proposed last stop is at Putra Point, prior to that is Putra Heights following the power line then to SHARP, Pusat Bandar HICOM and then to USJ 21. Prasarana have disagreed and do not want to agree with MBSA’s proposal because it involves acquisition of more property/land and it’s time consuming to revise new route. ADUN YB Suhaimi Shafiei is supporting the residence and has given a letter of support to the State Government for further action. Following that after the weekly Exco meeting prior to Hari Raya Aidilfitri, Menteri Besar of Selangor has decided to listen to Subang Jaya, USJ, Putra Heights, Subang Alam and Section 27 Shah Alam RAs together with the ADUNs and people affected with regards to the LRT extension. Date on the meeting to be confirmed.
2) Catchment area

MBSA claims that the proposed route by Prasarana is low in
‘catchment’. Meaning if it runs under the powerline the number of
people utilizing the LRT service will be low as opposed to running the
route in S27 Alam Megah where the ‘catchment’ area will be larger.
This S27 Alam Megah proposed alternative route by MBSA, will ensure more commuters living at apartments and factories along this route utilizing the LRT service.
3) Public Viewing on LRT route

Prasarana has already displayed the proposed routes at MPSJ, MBSA and other selected venues for Public Display from 15th Sep till 14th Dec 2009. During the 3 month period, feedback from the public will be reviewed and reverted. Unfortunately, the transparency is in question as to where and how Prasarana’s actions will be communicated openly to the public. Understand Prasarana will eventually go ahead with the project even if there were issues on the realignment of the route unless the Selangor State Government intervenes.
4) Formation of task
force by Rafy
The team decided to name SA-PH LRT task for the Subang Alam, Section 27 Shah Alam and Putra Heights residents. It will consist of 7 members from Subang Alam, 5 members from Section 27-Taman Bunga Negara and 6 members from Putra Heights. They will meet together (date and time to be decided later) to prepare a list of points to be raised before meeting the Selangor MB.Each task force from SJ/USJ and SA/PH will appoint a spokesperson.
5) Need to create a
blog by Prem
Since Subang Jaya and USJ residents have created a blog for residents to provide their views/feedback on the LRT, the team decided to create a blog for the Subang Alam/Section 27/Putra Heights residents and requested Nazir Mazlan to assist us.
6) Lake to be dried
up by Nazir
Nazir informed us that there is a possibility that the lake beside Subang Alam maybe dried up and the water removed along the Putra Heights drainage, which is currently being cleared up by SIME UEP. This could be done to the lake so as to enable the LRT line to be built.
7) Independent soil
surveyors by Prem
Prem highlighted to the team on whether we should engage the services of an Independent External Soil Engineering Surveyors to test the feasibility of the soil at the power lines for LRT construction. This exercise is a costly affair and if the report is favorable to us, this may influence the Selangor MB in his decision making. Rafy replied that the MB or the Selangor State Government must pursue this at their cost. All we need to know is the preliminary findings before the final report is out.
8) Conclusion by

Prasarana have been brainwashing Prem by implicating that it’s a Federal Government’s project but up till now she is standing firm and going all out for Prasarana to follow the original SSSP 2020 plan if they refuse the alternate route proposed to them by MBSA. Also in Prasarana’s agenda is to move the TNB powerline so as to make space for the construction of the LRT line. In fact, TNB has not done any independent check to move the power lines and none of the Governmental Organizations have conducted any check and balance so far on the LRT extension. But Prasarana is trying to convince everyone that this is possible and have made up their minds to go ahead with this.
Shazali mentioned that since knowing Prasarana well, they will go ahead and start the project. As long as the Selangor State Government is behind us, he is confident we can prevent Prasarana
from spearheading the project without appropriate approvals. Prasarana is only interested to complete the project as soon as possible without considering people’s plight.
